Drone licence fees 2026: what authorities charge

The EU sets the rules, but every national aviation authority sets its own fees. Here is how A1/A3, A2 and registration are charged across Europe.

  • Fees are set nationally, not by the EU
  • A1/A3 is free in some countries, paid in others
  • A2 exam fees depend on the country or exam centre
  • Operator registration may be free or paid
  • DroneAce: free daily practice, Premium €6.49 one-time

Regulation (EU) 2019/947 defines the same A1/A3 and A2 certificates everywhere, but it leaves fees to each member state. That is why there is no single answer to what a drone licence costs. In Spain and Czechia the A1/A3 online exam and operator registration are free. In Germany the aviation authority has charged €25 for the A1/A3 certificate and €20 for registration since 18 June 2021. Always check the authority of the country where you live, because that is where you register and take the exam.

A1/A3: free or a small fee, depending on the country

The A1/A3 certificate consists of an online course and a 40-question online exam with a pass mark of 75 percent. Spain (AESA) and Czechia (ÚCL) state that the process is free. Germany (LBA) charges €25 for issuing the certificate; the exam can be retaken as often as needed and the fee is only charged once. Other authorities publish their own rules, so check their website before you start.

A2: an extra exam with its own fee

For the A2 certificate you need A1/A3, a self-declared practical training and an additional theory exam. Depending on the country, the exam is run by the authority itself or by designated exam centres that set their own prices. In Germany, for example, the authority charges €30 for issuing the A2 certificate, while exam centres set their own exam fees.

Operator registration

If your drone weighs 250 g or more or has a camera, you must register as an operator in your country of residence. Registration is free in Spain and Czechia, costs €20 for private individuals in Germany, and in Italy it is included in the d-flight Basic subscription (€7 per year incl. VAT). In the Netherlands the operator number has to be renewed every year.
